AVO Electrical Engineering Division, a new division of AVO Training Institute, Inc., has assembled an experienced team of diverse talents and backgrounds in electrical power and distribution system design, analysis, project management, finance, office administration, and accounting. Please take a look at the resumes of our staff listed below for a more detailed description of our professional capabilities and experience.
Alexander Nizov, P.E.
Manager of Electrical Engineering Division
Alexander has over 27 years experience in the engineering, design and construction of various types of facilities and utility projects. Alexander is registered with the National Council of Examiners for Engineering and Surveying (NCEES)and is licensed in the States of Texas, Arkansas, Arizona, Colorado, Idaho, Iowa, Kansas, Louisiana, Mississippi, Missouri, New Mexico, Oklahoma and Pennsylvania. Additionally, Alexander has excellent working knowledge of the NEC, IEEE, and NFPA industry standards. At present he is responsible for overseeing all engineering projects. His past responsibilities have included power systems design and calculations; design of low- and medium-voltage power distribution and utilization systems; Specification and procurement of generation and distribution equipment; Development of control systems; Field assignments and construction support roles for different projects; Electrical engineering design for the water and wastewater industry for 18 years; Interfacing directly with industrial and utility clients, municipalities, facility maintenance and operations staff, and participated in joint venture development meetings; Managed and oversaw the completion of ongoing projects; Conducted QA/QC reviews of the projects.
 
Vernon Shields, P.E.
Professional Engineer
Vernon has over 43 years in the Electrical Industry with an extensive background in engineering and management.
Additionally, Vernon has the following qualifications and expertise:
• Experienced in the areas of analysis, design and testing of electrical power systems.
• Thoroughly familiar with arc-flash hazards and analysis.
• Experienced in the use of OSHA regulations under 29 CFR 1910, as well as the National Electrical Code (NEC), NFPA 70B and NFPA 70E defining safety practices in the installation and maintenance of electrical equipment.
• Experienced in the design of electrical distribution systems to include lighting and power systems for buildings.
• Experienced in the analysis of root-cause electrical accidents.
• Thoroughly familiar with industry standards and practices for installing and assuring the safe use of electrical equipment.
• Commissioning Agent for electrical power distribution and SCADA control systems at Dallas/Fort Worth International (DFW) airport.
• Manager/Aerospace Engineer at the NASA/Johnson Space Center, Houston, Texas, Working on major space flight programs.
 
Dennis Neitzel, CPE
Director
Dennis has over 40 years experience in Electrical Utility and Industrial facilities and systems with an extensive background in electrical safety and power systems analysis. As Director of the AVO Training Institute, Dennis is responsible for directing all functions of the Training Institute. Additional responsibilities include preparing and managing the Institute annual budget and business plan; managing all course instruction, electrical engineering, and safety services functions. Dennis is a Certified Plant Engineer (CPE), Certified Technical Instructor (Westinghouse), and Certified Electrical Inspector – General. Dennis developed the Electrical Safety Assessment program and conducted numerous OSHA-type electrical safety and compliance inspections for industrial facilities.

 
Zack Wrightsil
E.I.T.
Zachary is responsible for performing power system modeling and assisting with our EE studies using the Power*Tools For Windows electrical engineering software program by SKM Systems Analysis, Inc. Zachary is an member of IEEE and he is a registered engineer in training in the state of Oklahoma.
 
Hongwei Zhang
P.E.
Hongwei has over 16 years experience in electrical power distribution systems. Skillful in analyzing (flow analyzing, fault calculating, system design, relay protection parameter calculating), operating, running and troubleshooting. Familiar with almost all of the electrical power systems equipment and instruments. Solid knowledge of power electrical engineering software such as ETAP and SKM. Hongwei has solid work experience of AC/DC power converters, DC Inverters, AC (VFD)/DC motor drive design; solid knowledge of the National Electrical Code (NEC) and Canadian Electrical Code, DO-254, MIL-STD-461, MIL-STD-704, Six-Sigma/Lean. Additionally, his expertise includes proficiency in industrial automatic control project design and testing, C++
program designing for automatic control, microprocessor control units, PLC control system designing and programming (Allen Bradley, Omron CK Series, Siemens S5 Series). Proficient in DeviceNet, ControlNet, Ethernet/IP, Profibus, AFDX, CAN, I2C, SPI, RS485/232 communication hardware and protocols. Strong knowledge of Ladder Logic, DCS; FFT, P/PI/PID and PWM Algorithms. Computer skills include Unix, Windows, MS Office. Language includes: Assembly, VHDL, C/C++, PLM/C, Delphi and FORTRAN. CAD
software includes: Mentor Graphics, MATLAB, PSPICE, AutoCAD, or CAD and Protel.
 
Victor Evsikov
Electrical Engineer
Over 12 years professional experience in electrical engineering, industrial maintenance and construction.
• Experience in design of electrical power systems in commercial and industrial buildings
• Working knowledge of SKM Power Tools for Windowsฎ electrical engineering
software to create plant one-line diagrams and perform detailed analysis, including short-circuit analysis, protective device coordination analysis, load flow, and arcflash hazard analysis.
• Working knowledge of the NEC, IEEE and NFPA industry standards
• Detail oriented with highly developed problem solving
• Master electrician license by ICC examination
• SU State University, Russian Federation, BSEE,1982
 
Douglas Baxter
Sr. Electrical Field Consultant
Over thirty (30) years experience in the electrical power systems industry as an electrician, contractor, and safety specialist. He is very knowledgeable of the National Electrical Code (NEC) and other NFPA codes and standards related to safety, maintenance, and operations. He performs field data gathering and validation of existing electrical one-line diagrams at client plant sites prior to the start of power system computer modeling.
 
Jack Dunham
Sr. Electrical Field Consultant
Over forty-five (45) years of experience in the electrical utility industry specializing in electrical safety. Jack performs field data gathering and validation of existing electrical one-line diagrams at client plant sites prior to the start of power system computer modeling.
 
William Pharr
Sr. Electrical Engineering Technician
Over thrity (30) years in the electrical utility industry with a special emphasis on safety, operations, maintenance, and equipment testing. William performs field data gathering and validation of existing electrical one-line diagrams at client plant sites prior to the start of power system computer modeling.
