Meet The Engineering Team

Doug Baxter
Mr. Baxter has worked in the municipal, utility and industrial industry since 1973. His expertise includes electrical inspections, arc flash hazard analysis and electrical safety procedures and regulations. Mr. Baxter is a licensed electrical contractor and electrical safety inspector in the state of Ohio. He received his Associates in Industrial Electronics from Youngstown State University.
 
Jack Dunham
Mr. Dunham has worked in the power utility Industry since 1959. He has strong experience in underground transmission and distribution; developing procedures for compliance with OSHA and NESC regulations; and splicing and terminating solid dielectric and paper/lead cable including 69KV low pressure oil filled submarine cable. He was an instructor for American Marine Training for Captain License Courses and had a 100 Ton USCG Captains License. He graduated from the University of Deleware.
 
Matt Dunmire, E.I.T.
Mr. Dunmire has performed electrical engineering since 2005. He has strong experience in SKM Power Tools for Windows, ETAP, and EDSA electrical engineering software to create plant one-line diagrams and perform detailed power studies, including short circuit study, protective device coordination study, equipment evaluation, load flow study, and arc-flash hazard analysis.
 
Victor Evsikov, E.E.
Mr. Evsikov has worked in electrical engineering, industrial maintenance and construction since 1982. His specializes in SKM Power Tools for Windows electrical engineering software to create plant one-line diagrams and perform detailed analysis, including short circuit analysis, protective device coordination analysis, load flow, and arc flash hazard analysis.
 
Mark Franks
Mr. Franks has worked in the power utility and communications industry since 1972. He has strong experience in fiber optics, cable and equipment installation and testing as well as safety procedures, training records and programs based on OSHA and NFPA regulations and other industry standards. Mr. Franks is an authorized OSHA Instructor for all general industry and construction regulations, a member of the FOA, NFPA, IAEI, American Society of Safety Engineers and American Society for Testing and Materials.
 
R. Dee Jones, P.E., Engineering Division Manager
Mr. Jones has worked in the power distribution field since 1972. He has strong experience in field operations and distribution studies, project management, circuit analysis and planning, transformer design and application, underground cable, and distribution feeder protection. He is a registered professional engineer in multiple states.
 
Michael Marlo
Mr. Marlo has worked in manufacturing industry since 1985. He specializes in electrical and controls engineering and refined project and quality management leadership. He performs on-site data gathering for verifying electrical system models and one-line diagrams.
 
William Pharr
Mr. Pharr has worked in the power utility industry since 1966. He has strong experience in the repair and maintenance of transmission lines and substations including the Live Line Barehand technique, E H V transformer and circuit breaker repair and maintenance. Mr. Pharr served for 6 years with the United States Marine Corps Reserve completing as Batallion Radio Chief.
 
Hongwei Zhang, P.E.
Mr. Zhang has worked in the power distribution field since 1994. His expertise includes load flow, fault, system stability and reliability calculations, system transient analysis, relay protection setting and control, TCC analysis and arc flash analysis; power equipment and SCADA operation and troubleshooting. Experienced user or electrical engineering software ETAP and SKM. Mr. Zhang is a registered professional engineer in multiple states.
